Section 793(e) requires the government to prove that the Defendant KNEW he had National Defense Information (NDI) in his possession, and also that the Defendant KNEW that there was a government official entitled to receive the Information, and also that the Defendant then WILLFULLY failed to deliver it to that official.

Insisting? No. Reminding. Nobody insists for that long. Insisting implies they were fed up with waiting. There is absolutely no evidence of that at all. That fact they didn't resort to drastic measures makes the evident. The only reason NARA got the DOJ involved is because Trump gave them the classified documents that allowed them to.
That actually is consistent with a person that was not aware he was in possession of those classified documents. I have no idea who alleged Trump showed classified documents to or even if it is true. That news is new to me, but I do remember people making a big stink about Trump showing Putin classified information even though he was POTUS at the time and had every legal right to do just that. Some people just didn't like it.
