Except when the English make it up, its 'proper English'. When Americans make it up, its not English, but and American dialect of English and as far as the English are concerned, is 'incorrect'. You also incorrectly talked about the British, when in reality Britain contains the Scots, the Welsh and some Irish who are all very well aware that they don't speak proper English and are proud of it.

Yes; languages do evolve - like most every other naturally developing systems.
Useful phrases/words remain. The unused (not fit for purpose) are discarded.

Yes, and it is natural intelligence by us beings that select what is used and what is discarded. It is not done by the roll of dice or any other unguided process. 😏

Because of the nature of languages that are constantly being used, words are created and changed, according to need or desire by the intelligent beings that speak them, thus the guided process. U.S. English also has included words from other languages due to the mixing of the people from many nations. As a word becomes more commonly used by the people it is eventually included in dictionaries and becomes considered proper U.S. English by the grammer authorities of the Language.

The British include new English words too, like garage and aluminum, which they pronounce differently because of the different break down of the syllables.
