I don't know about Rule #3.
If a convict continues to break rules to the detriment of the site's credibility: I'm not going to restrain myself from nudging that toward the noticeable.

On the other hand, rehabilitation is always a pleasure to enable and behold. So, case by case, I guess.

The other 3 rules are staunchly rooted in common decency, if not common sense. Kudos!

There is no reason to think that a convict or an ex-convict is more likely to infract the ToS than any other RHP member.

I wouldn't want to muddy my finger by pointing toward the contentious, old indian standing at the door.

But a multiple-account holder, may be a supporter of even more.

Though there's no cash at stake, no money to lose.
The competitive spirit of the games, can fall prey to a ruse.

I am inclined to think she hasn't. I think she probably reads the threads. She may even still thumb posts down. I think her ostensibly inadvertent posting a few weeks ago had something to do with that.

I miss the days when a chap could readily trust a Barabara.
