When the money is wired to Joe's residence it looks like his dad was complicit in the payoff, whatever that payoff was for. The problem is shell companies are kept secret in the USA. Laws were made to encourage money laundering in the USA because it is difficult to trace where the money came from. Efforts to reverse that have failed.
