Industry used government roads, police, ports etc

Industry - gets its income by *offering* useful goods and/or services to people, who in turn, pay for it.

Government - gets its income by *taking* it at the point-of-a-gun, and giving nothing (directly) back.

It's that thing of "taking". Big gov can take what it wants, when it wants. Nothing you can do about it.
