It's not the second child's fault the parent in your example pays the first child 3 dollars, it's the parent's fault for underpaying the first child then blaming the second child and working the two kids against one another.

Most people want to work. Some can't, for whatever reason. Others can, and they still need help. Because for some reason, we as a society have decided someone attending a board meeting for a multibillion dollar company deserves several hundred or thousand times the compensation that a nurse keeping people alive does.
