I’m going with Diana Krall, for example, Dancing in the Dark.Hmm... not sure about sultry... singers who go all out for sultry, IYAM, tend to lose other qualities.
But one singer who I've started loving more and more recently, and who has
some sultry but not to the point that she's started loving her fun and her action, is Jacqui Abbot.

She's probably underrated, but not because she didn't have a sexy, sultry voice.
