I’m going with Diana Krall, for example, Dancing in the Dark.

Hmm... not sure about sultry... singers who go all out for sultry, IYAM, tend to lose other qualities.

But one singer who I've started loving more and more recently, and who has some sultry but not to the point that she's started loving her fun and her action, is Jacqui Abbot.

Reaching into the wayback machine, I'd say Etta James.

Sade just might be the Queen of sultry voices.
