Or if we take "has a mental age below the age of seven" to mean "exists and does not exist at the same time", I suppose...

I think you are defining a moron.
A moron is an adult with the mental capacity between 7 and 12.
Whereas an idiot is simply anybody who disagrees with me!!
(Technically an idiot is an adult with a mental age of < 3, but foolish people are sometimes regarded as idiots in a rather less specific sense.)
If these are the technical classifications then what do you call an adult with the mental of between 3 and 7?
How about a 'moriot'?
Speaking of moriots, there are a lot on this site.
Edit: Just read that Chimpanzees have a mental capacity of 5 so how about if the moriot definition holds for those >36 but

Nah. My little brother (username: Mr Chimp, big Rams fan) is offering to lend me the money, which is a bit embarrassing. And I still don't know how much it will cost. It does appear to just be the screen, which I guess is good news.

Nigel Clough for next manager? It would make my dad happy, but I'm not convinced...

Or simply "does not exist". At least if we define "population" as "group of existing people".
