He's being investigated for both campaign finance violations *and* falsifying business records in order to cover up those violations. Two separate possible charges in one case.

The indictment remains under seal, so all the Republicans claiming it is some meritless political prosecution (which is virtually all of them who have commented on it) are just empty heads blowing smoke to their easily deluded followers.
