I doubt the achievement, since it depends on the relative strenght of his/her opponents.
Can you give a user id? Or without harming his privacy: an overview of his statistics (average opponent rating etc.)?
According to the formula for win expectancy: If you play against players with a rating of 1000 points lower, your chances of losing are 3.16/1000 (which is about the percentage this guy has).

rating difference: 755
His WE = 98.7%
wins/total = 399/412 = 96.8%
The WE and relative amount of wins match more or less. If you play opponents which have a far lower rating, it's not that difficult to win most of the games.
Of course, he still has a very high rating, so this quy knows how to play. At least a lot better than I do.

I've recently seen a player that is 399-2. Just joined in June, yikes! Anyway he is a "Reckless Player Club member". Just wondering if any of you all have seen anyone better?
