Q: Why was North Korea's 'dog bites man' announcement that it was ready to use nuclear weapons at any time seen as controversial when all nations that own nuclear weapons ~ according to the logic of deterrence ~ must essentially take exactly the same stance about the possible use of the weapons they have?
A. Because "any time" to North Korea could mean saying that "Kim" is a girl's name.
