Biden has done far worse than not report bribe money from China, as Vice President he accepted the bribes with the understanding he would use his influence to soften US foreign policy towards them.
That's not just criminal, it's treason.

This is really beyond the scope of the thread, but blind trusts are quite common. There is nothing problematic about them. Nearly all Congressmen and many federal appointees have blind trusts. There is no good reason why Trump should not have one (the complexity of his holdings is not a good reason), and compelling reasons why he should. Obama had one.

In answer to your question, who does it: blind trusts are not managed by bureaucrats, they are managed by professional asset managers (not family members!). There are state and federal laws regulating blind trusts. Government officials who have blind trusts must have them approved by the Senate Select Committee on Ethics prior to execution.

There is nothing in that article that shows any impropriety by Trump.

It is clear that he has maintained his links there and that Ivanka profited from them during his presidency. She walked away with a fistful of Chinese patents.
