That is not true. Obama had access to those documents in that warehouse in DC. NARA gave him about 6 months to transfer them directly to NARA. How could he do that if Obama did not have access to the documents they were converting into digital?

NARA found out Trump had classified documents because Trump was cooperating with NARA and gave NARA the documents. When NARA discovered those classified documents they notified the DOJ.
At no point did NARA complain that Trump was not cooperating. In fact, NARA notified the DOJ BECAUSE he was cooperating. It was the DOJ that said Trump was not cooperating. That is why the DOJ got the FBI involved.

My town library has "exclusive and physical custody" of a lot of books and other materials.
I and other members of the public have "access" to them.

Trump didn't "cooperate". Despite NARA's constant demands for over a year, he refused to turn over materials he had no legal right to keep. He turned over a small portion in February at which point NARA found to their surprise he was still holding sensitive documents and they then alerted DOJ where Trump repeated his pattern of turning over a small portion of what he had no business maintaining (while lying about it). Finally DOJ used legal, coercive measures.
