I consider sports and competition to be greatly beneficial to those who in engage in them and believe participation should be encouraged not arbitrarily limited due to ignorance and/or bigotry. That includes transgender girls and women. If it cannot be shown that such participation is somehow "unfair" to other girls and women, then they should be allowed to compete. And it should be the responsibility of sports organizations not the government to decide who can compete in their events (assuming no illegal discrimination takes place).
