I recently heard William Shattner propose building a water pipeline from Seattle to California at the cost of $30 billion since California will run out of water in about a year.

The way California is now there's not too many places that aren't better.
When I think of what Los Angeles/So Cal was like when I was a child in the 1950's compared to what it is today, and what the future looks like for it, I cringe.

Note that "dairy products" require a lot of water, because you need to grow the bovine fodder, and you must also give the bovines something to drink.
The exact number escapes me, but about 90% of CA's water use is agricultural, and likely every state imports a significant amount of food from CA. If the other 49 decide to say "screw you, all you do is make terrible movies now", the repercussions would be felt not just locally. In hindsight, perhaps it wasn't the best idea to build the primary agricultural center in a desert.
I think from where we are now, one of the important factors to look at is shifting the agriculture industry toward more sustainable lands. The current model is like relying on a mosquito to do all the work.
