Tournament Cutoffs

Question for Russ and programmers, Why are there no maximum cutoffs for tournaments in the 1800,1900 and 2000 range? They all cutoff below 1750 and is frustrating for players in my range. We always have to face top players with ratings between 2300 and 2500 and don't have a chance in those tourneys at all, especially since there is a strong chance we are actually competing against 2500 rated engines.

I expect it's to do with filling the tournaments.
There aren't many players at the higher levels so restrictions would probably mean the tournaments would never be filled
