2023 August Grand Split Three Seven I 0-1300 misconfigured?

Hey, this tournament was advertised as "2 Large groups - winners play off in final" but is one large group of 25. Too late to change it, but what happened here? Was very surprised to log in to see 48 new games.

This appears to occur when this format of tournament starts short of maximum entrants.

Further investigation required, and a potential workaround for this in future.
