The thin blue line

Do you think that the blue stripe in a custody cell could naturally avert a drivers eyes from the horizon? Is there any correlation to road deaths after being held in a police cell?

I heard that indigenous natives found it difficult to recognise ships on the horizon. Could this be the same effect and could it extend to the positioning of computer screens and trade types?
