Edit - For the record, I think both cases can be defended. Personally, I agree with skeeter here because I prefer a forum with "heavier", but less frequent, bans than one with recurring but "lighter" bans.
There is also a tradeoff between length and range of the ban. If a public-forum-only-ban is to be as deterrent as the current all-forums-ban, then it probably needs to be much longer. Better? Worse? I think that depends on preferences, really.

Extending the normal length of public forum bans would be a natural way to compensate for any reduction in their deterrence value were their scope to be restricted. I'd support such a measure should private forums be exempted from moderator bans. Although, it could be perceived as unfair to those who don't belong to any private forums. Such members are just looking at longer bans with no compensating benefit.
Honestly, I do wonder just how much bans actually deter bad behavior. Most violations strike me a "crimes of passion". People aren't weighing the pros and cons in such cases. They're simply reacting. I see the value of a ban as a time-out mechanism, but beyond that, I'm really not sure.

Forum privileges are just that, break the rules, they are removed.
Forum bans would become badges of honor for users, regardless what clan or club they may be a member of.
The only way I see this rule to change, is 3 strikes and you are OUT.
Most of us would be OUT by now.
I often stick to private forums when the public becomes dull, I don't think many would be impressed if I threw a swear fit out here and got a 14 day ban only to be posting all over private forums.
