Here we are told that unbelievers (who have Gods law written on ...[text shortened]... r defend them. - If the sins of the unrepentant were unforgivable by God, then why the 'either?'
For from the creation of the world the invisible things of Him are clearly seen, being understood through the things that are made, even His eternal power and Godhead, so that they are without excuse.

So some people are born righteous and and other people born evil? No all have sinned and fall short of the glory of God those that are righteous have been was washed in the blood of the lamb.
“God made him who had no sin to be sin for us, so that in him we might become the righteousness of God” (2 Corinthians 5:21).

My heart has also been sprinkled from an evil conscience.
" How much more will the blood of Christ, who through the eternal Spirit offered Himself without blemish to God, purify our conscience from dead works to serve the living God? "(Hebrews 11:14)
It is so important in the daily and ongoing renewing of our hearts as Christians, that we learn the cleansing power of the redeeming blood of Christ.
We never graduate from the need to confess our faults and bring them all under the blood of Christ. He can purify the conscience on deeper and deeper levels that we may serve the living God rather than be deadened by the "dead works" apart from His life.
In the parable of the different kinds of hearts of receivers of the word of the kingdom of God, the good heart is simply tended to. It is just the heart with the thorns removed and the deep rocks uprooted cultivated in a good farming style with regularity.
" But the one be good earth, this is he who hears teh word and understands, who by all means bears fruit and produces, one a hundredfold, and one sixtyfold, and one thirtyfold." (Matt. 13:23)
I feel that this must have meant the cultivated soil, tended to diligently that the seed of life might grow.
