It's an ideological thing really. Governance requires a leader, whereas the entire idea of communism is, well, communal leadership. Once you have a government, you immediately set up a governing class.

After a fashion, yes. Everyone has an equal stake in the means of production of / by the state. Unfortunately, it just takes a few lazy people to bring that type of system down...

Have you ever read any of Ian M Banks Culture novels?
They feature a society that functions which is effectively a democratic communist anarchy. It works only because of the amazing automation (they have VERY sophisticated AI) and (due to the fact they are space faring, and have FTL travel (well I did say it was fictional)) they have almost unlimited resources so that pretty much anything someone wants they can have. It's my vision of utopia but as I say, only works if you have far more advanced technology, although a lot of the prerequisites may become reality in my lifetime.
