In fact it is not meant as a means to exert force, but to know what is accepted and what not. We can then still discuss.

It doesn't matter what it's meant to do. The programmer feels the pressure if there is a detailed list of stuff to do, and a schedule to do it.

Is there a list of proposals under consideration (just so future proposers know what not to propose again)? Whether or not they will ever be implemented.
