Actually my first answer was incorrect. While it could not be true, it could easily be false without problems. That statement could be a lie; the true statement would then be "I sometimes tell the truth" which is perfectly reasonable.

if a person says that "I always lie" and they do always lie to people then that would not be lieing and if they said that and dont always lie then it is a lie.

The judge was told by his superiors that a decision based on something which doesn't have anything to do with the case would not be tolerated, and he would lose his job if he'd go ahead with this. So he went back to looking at the case, found the man not to be guilty and therefore let him go free.
