Are we talking about a real life situation in which you were personally involved?
The puzzle was inspired by an article I read referring to a real life situation.

It's a very exclusive queue.
Only about 800 people manage to get past it every year.
About 8,000 people have got to "the final stage" (after the queue) since 1953.
I wouldn't have known about the "bottleneck" if I hadn't read the article.

It takes about 8 hours for climbers to get from camp 6 on Everest to the Hillary step.Apparently, there's lot's of groups attempting to reach the summit these days , and the season is very short.Consequently, there's often a "queue" at the Hillary step while groups await their turn on the ropes.It's not unknown on Everest for the weather to close in suddenly making it unsafe to continue and therefore the waiting group or groups have to turn round and try again another day.
This was the scenario I imagined.
I suppose it's a bit obscure but no more so than some others I've heard over the years.
