a whole lot, bringing out both knights is a good idea for black or white after both sides bring out a pawn. then the bishops. then either castle or bring out the queen. then move another piece. then drop ten and punt.

unless you move them to the a and f position, you will clog the middle which will make development of your pieces problamatic. moving knights to the outside ranks also decreases their effectiveness.

But i'm curious about 1.e4 openings etc etc etc
There is probably a line in the English in which Black does this. Most of the time, however, White has a central Pawn which can advance and push the Knights around. This of course leads to Alekhine's Defense.
