They’re best suited to farms and yards to control the mice and rats, otherewise best kept in peoples apartments with a litter tray.
I believe you, cats should live in an environment suitable for them. My daughter's cat Myzan lives in a apartment but wants to go outside usually twice a day. She has a litterbox but prefers to use open fields, never flowerbeds. She never tears or breaks anything, she is very careful.
