Is there any way to end a game gracefully where the opponent takes exceedingly long time to respond?

Turn based (correspondence) chess by its very nature is not a quick turnaround process. That's why most of us have a lot of games going. It's not a good idea to accept games with very long time controls such as 21/28, which could easily take a year or more to play.

Having said that, you could try offering a draw, explaining why in an in-game message. If that doesn't work resignation is your only option.

To prevent it happening again, only accept games with very short time controls. 1/7 is a good compromise, one day per move, 7 days in total to allow for real-life interruptions. Or stick to the blitz part of the site.

Half as many as a non-provisional player would, so usually not worth worrying about even if there's a big rating difference.

The HELP section has good information for new members.
Follow this link for an explanation of how this site works. --> Help : intro
Browse through the FAQ as well. --> Help : faq

You could resign your games and try the Blitz link at the upper right of the page. Blitz games are fast but unrated.

Pay close attention to the time control settings for future games you agree to play. If the time controls aren't fast enough for you, do not play the game.

Game created feb 4th, 21/28 time. For a long timed game it's moving along. It seems to me that your opponent isn't dragging it out, yet. He may change his mind if he sees this thread, I sure would.

No intention what-so-ever to offend anyone. I am new to this site. My fault not to read the instructions carefully. I could not have imaged time limits as long as a month per move. And games that may take a year. You guys may have thicker skin with respect to time.

Have you tried the Blitz link yet? It may be what you are looking for.

Our correspondence games can go fairly fast as well but it needs two like-minded players who are able to stay logged in at the same time and to check the game status often and keep the moves going until the game is over. I've had a few games that move along nicely, but they are rare.

I think some of the private clubs may cater to "fast movers". It might be worth your time to take a look at some of them. Try asking in the Club Forum to see if any of the current clubs focus on people who want to play fast games.

go ahead and resign,
and kiss him goodbye...
