I’m looking recos for an app or inexpensive software which I can use to change the render colour of a building in a photograph. The intent is to provide a visual representation of a colour change to stakeholders.

What about plain old Photoshop?
Scan the photo to a file and work with a copy.
Gimp would come to mind, but that is not really easy to operate in my experience.

Try GIMP, but expect to spend a lot if effort and learning to get a marketable result. It's free, and good for what it is, but it is an image manipulation program, not a photo studio, and the expertise needed to get a professional result out of it does not come cheap.
