Foreign conflicts tend to raise the popularity of leaders in the short term as people rally around the flag. Papa Bush had an 89% approval rating during the first Gulf War and Junior Bush had a 92% approval rating shortly after 9/11.

These bounces are ephemeral as the conflict wears on and people start to question its wisdom.
