I would not want to be the staff members who have to file these complaints which is about 3 a day over 5 years of school.
It would be hard to take it seriously after so many over reactions from the students. I would not want that job. My teachers way back would say nobody likes a tattle tale.
I guess youth today are sensitive and too emotional.

And I'll bet the university was bending over backwards hoping to prove the complaints were real so they could soothe the feelings of the poor babies and not appear to be racist.

You seem to be mischaracterizing these numbers quite a bit. A particular reported incident can certainly be considered legitimate without rising to the level of violating specific university policy. I also notice that only 78 of those cases involved any issue of conduct so those were the only ones that were even determined to be in violation or not. The number is more like 1 in 8.

Most complaints are just filed without any need or request for follow up action. Kind of like filing a complaint to the FCC about a TV show that showed too much side boob
