    Basically it has its own parliament and executive. However, certain powers are deferred to the UK parliament (defense and foreign policy probably).
    This is correct. Although since this has significant foreign policy implications it seems unlikely that they'd have done it without consulting with Downing Street, if they do have the power to take the decision independently. It is convenient for Johnson if the Gibraltar executive, rather than he himself, takes the brunt of the Twitter Storm though.
