Similarly to my comment on Paulies thread-title edit thread, once a post has been quoted, should the ability to edit it remain? Not sure on this one: can see good and bad sides of both approaches.
Discuss if you're all that bothered...

It can only be edited for a short period can't it? I think it's about 10-15 mins or so, after that the option vanishes. It's useful to allow for typo fixes and after thoughts.

I believe it is 60 minutes, unless it was recently changed.

No. He's referring to being able to edit someone else's post when quoting them.

Sometimes you just want to qoute a certain part of the person's post, so I believe it's necessary. It's not like you could really misquote them and get away with it, so it's not really a problem.
