I keep forgetting that this site allows you to start a game with someone without waiting for their approval. Fine, I'll modify my proposal: Timeouts are allowed only after both sides have made one move. Deletions are only allowed before white's 2nd move (or first player's second move in a set-piece game, which might start with black to move), and can only be claimed by a player whose opponent has failed to make move 1 within the time limit.
