Allow unrated gaming against elfs

This will aid greatly in a correspondence chess game with an elf.
I really think that it is time we addressed this long overdue feature.

There is a midget town about a half mile from my house, they look like elves. But they throw rocks at you if you try to infiltrate their village, so I don't think I'll be trying to get up a chess game with them anytime soon. Rocks hurt
