This means then he can play
h8=Q/R Ka8(or Kb8)

No. While moving the pawn, the queen will just walk along the 7th rank.if the pawn comes to h6, the queen can't stay there, of course. She must move to f7 to avoid Rf8 if the rook hasn't moved yet. White has a good situation here, if black doesn't make mistakes, white can't win. So 1.Re8 is incorrect.
