It would be cheating. You would be giving advice regarding the conduct of the game. It is the player's responsibility to notice the conditions of the game, and informing him of something he may have overlooked in his is not allowed.
what if a clan member asks for general advice on whether the clan has a "skulls" policy? Clan leader would normally answer with the clan's policy if there is one, but not necessarily look to see if there is a game in progress.

Just because I asked a question about something doesn't mean that I actually did that. You can go through all of my messages, PMs etc., but you'll never find anything about me telling my clan members during their games, that their opponent ran out of time and to take the skull. I've never done that and I never will do that.
