Rxe6 does not lose or win, it draws:
1... Rxe6 2. fxe6 Kxe6 3. Kb7 Kf5
4. Kxa7 e5 5. b4 e4 6. b5 e3 7. b6 e2 8. b7 e1=Q 9. b8=Q Qa5+ 10. Kb7 Qxa4
In fact I think everything draws, I think it was right to take a draw. Its hard to imagine any kind of plan that even puts any pressure on white.
The idea was to force white to either take on a5 at some point (in which case the e-pawn will queen with check) or for white to have to play b4 when his king is on the b-file (again black would queen with check). In both cases white would have a pawn on the 7th.
However, it may not be possible to force this. I'm going to keep looking - there are often very sneaky ideas hidden in this type of endings : )

Look at the position without the sacrifice of the exchange (rook for bishop). It is a dead draw. The white bishop is both double guard, and blockader.
The white King cannot dislodge either black pawn because of the rook.
So the only way to shake up the position is the exchange, which doesn't work for black however many intermediate moves he plays.
