when promoting a pawn that puts the king in check and the king can't move anywhere that doesn't put him in check, thats checkmate right? or is it a draw?
If the king is threatened and has no legal moves to escape the threat, then he is in checkmate. It doesn't matter which pieces are used and/or promoted.

If the king is in check and can't move, then it is mate.
Of course it is checkmate. Regardless of wether it is the piece promoted from the pawn that gives the check or another piece that was discovered by moving the pawn to the promotion square.

Can something interpose to block the check?
