In blitz you can afford to play almost everything.

What useful thing will bishop do on f4 which he does not on e3 ? Attack queen side, when main target is king side?

It probably make blacks position a little more uncomfortable by attacking some squares...

I dont see how Bishop on f4 will "make blacks position a little more uncomfortable" or "prevent Black to castle queenside" as black can put their bishop on d6.
