I thought I had found the solution, but now I noticed this - I wonder is it even possible to reach this position without moving neither the King nor the a1 Rook!? The answer is no; the h1 Rook could never get to h6.

I played out 1.f3 d6 2.Kf2 Bd7 3.Ke1 and copied the FEN. It showed that White still had full castling rights.
