they do a h-pawn push.. and it looks very promising compared to what usually happens...

Classical Dutch by Simon Williams (Gambit Publications) covers all Anti Dutch Lines (as well as Classical Dutch).
Obviously, though,
(a) you have to be prepared to answer 2. e4 with a French or some such ... although this only happens about once every three or four years in my experience.
(b) this move order is no good if you want to play the Leningrad system.
