Pope, but he will retain the title of "Holy Eminence" until he dies, as will the new Pope
once he is elected. Until, the new Pope is elected, Pope Benedict would still make any
decisions of a critical nature, should one arise.
So, technically, once the new Pope is elected, there will be two Popes in the Vatican,
but only one active one.

But you are correct that the curia is running things while preparing for the conclave.

Your use of the words "running things" is superfluous.
It matters if the majority of Roman Catholics think it matters, it would be nice if they thought it was a load of ancient role playing on behalf of the gullible, it certainly does not matter a jot to Me, in fact I think if a thing can be superfluous and incredibly damaging at the same time that thing would be organised religion.
