So people in general should stop assuming that they'll be making more money in five or ten years than they are now - that they might indeed be making a lot less - and budget accordingly?

i read her as meaning the government should charge more taxes and the taxpayers should expect their net income to be flat.

yeah, but your interpretation is clueless. the senator has no direct way to influence whether taxpayers' incomes remain flat, except by raising taxes. thus her comment, attempting to justify the same.
