Prisoners being forced into labour is wrong. That is slavery and therefore entails ownership.

no such thing can be said about control, regulatory legislation and laws addressing what one is or isn't allowed to do are very real, and even though you may not have come across them directly you'll find that a violation of these will result in punishment.
