Vaccines were developed all over the world "during the Trump administration". That does not mean the Trump administration developed them.
The legal requirements for an emergency use authorization (EUA) have been in effect for decades. So Trump did nothing more than follow pre-existing law and rules. Granted, in other areas he refused to do so to the public detriment, but he hardly deserves excessive praise for simply following the rules for a change.
