Trump, with his usual vagueness and evasiveness, is implying that this so-called dividend would be financed from the surplus generated by his tariffs. First of all, tariffs do not generate any new revenue for America; they simply tax domestic importers for foreign goods. Second, they aren't dividends; the fed. is not a mutual fund which earns money by investing it on the stock market. Third, Trump's tariffs are illegal; the SCOTUS already ruled on this. Fourth, Congress would have to approve the disbursement, and it is highly unlikely that even a GOP-controlled Congress would do this. Fifth, even if Congress were to approve this and SCOTUS turned a blind eye to the blatant illegality of paying people to vote, it would hardly compensate the American tax-payer for multiple financial hardships already imposed by Trump's stupid and erratic economic policies. In short, it ain't gonna happen; it is just one more example of Trump grandstanding to get momentary attention. Remember "I will build a wall and Mexico will pay for it"? It didn't get built, Mexico didn't pay for what little was built, and some of what he built already fell down.
