Assuming he knows he can beat the WR on any given day, can it be possible that he is holding back enough so that there's a good chance he'll get the WR again at the next meet?

A possibility, but i doubt it.

I just don't think 'holding back', as you put it, is that easy in the 100m or 200m. He's good, but no that good.
He's lowered the 100m record by 1.64% (inc Beijing), that's the equivalent of running the 400m in 42.47s.

I'm sure Bolt's top priority right now is to run as fast as possible and set a record that will stand for decades to come.
In sports, you can't assume anything -- who knows what kind of injuries may occur? - and who knows whether you're at your peak and will never be as good as you are on that day. He probably regretted easing up at last year's olympics.
