actually you are in the wrong forum. If you would have looked up General Forum you would have seen that this isn't the first case and that the powers that ne do something.
NEVER reply to such a message since at least one case of mistaken banning has taken place.

There is - send feedback at the bottom of the page. It works too - at least, the last time I sent feedback on such a message, the user was banned in a day (I assume other sent feedback as well).

My first thought as well!
I did copy the note and sent it as feedback to admin. Last time I sent a note through feedback, they did address it.
Did not reply to sender!

Thanks for alerting, all this user's spam messages have now been removed and the
account banned.
They appear to have sent more messages than should be permitted for a new user,
so this is being investigated.
