On a novice level, Cecil Purdy, in his book "Guide to Good Chess", states that it's OK to play this opening to prepare for fianchettoing your f-bishop, as long as you don't plan on moving your e-pawn early. Sounds like his advice is consistent with your idea of playing an early c4. Purdy doesn't say why you don't want to move your e-pawn early, although I s ...[text shortened]... ia conventional means.
