You can only enter a tournament when your tournament entry rating is within the rates dictated.
Your current rating is pretty much irrelevant when it comes to entering a banded tournament as your tournament entry rating cannot be less 100 lower than your highest rating.
At present your tournament entry rating is 1794 so for instance you could
enter
A tournament for 1750-2000
A tournament for 1600-1900
but not enter
A tournament for 1650 to 1750
A tournament for 1800-2000
However, should your rating drop to say 1500 then your tournament entry rating would be capped at 1706 being 100 points below your maximum rating of 1806.
This would mean that you could enter
A tournament for 1700-2300
A tournament for 1600-1900
but not enter
A tournament for 1450 to 1550
A tournament for 1500-1700
It would also mean that had you entered a tournament for 1750-2000 (which was yet top start) and then divebombed to a 1500 rating you would still be eligible for that tournament because you were eligible when you initially entered. However if you were to withdraw from the tournament before it started and then decided to re-enter you would not be able to rejoin as your tournament entry rating was below the minimum required.
The easiest way to look at it is this, if someone is in a tournament then they have been eligible at the point they joined, even if it appears they are no longer eligible.
